Philippine politics is a cesspool of dark propagandas that meddles with the gullible and dwindle one’s strong political will for good governance. This leads to Filipinos believing that once a family member runs into politics, the rest should follow. Let’s set Ormoc as an example, and by saying example, one would see the city as an epitome with such wretched political bravado.
Ormocanons seem to have not gotten over shoving in their faces the perpetual effect of the political disaster their favorite elite political family has been feeding them since interference. It seems pretty obvious that the local government acts like the bastion for these political elites and serves nothing less than putting an end to the city’s decade-long concerns. So what?!
So what if the city has high rate of unemployment with a first class economy braggadocio? Let’s put it in figures, the city’s population growth has an average of 7.7% per annum (summary of major statistical series, annual report) with an unemployment that has decreased to 0.7% for men but has dramatically increased to 0.4% for women. What now? If the population rate hits the explosive button faster than breeding rabbits, then this 0.7% decrease of unemployment rate for men, still, will never ever bear significance in the local economy. Why? Remember that the rate of population growth in percent plus the rate of unemployment for women by 0.4% will go higher as times pass by. That simply means that the growing population will again have another set of unemployment rate and demands more to cope up daily needs. Well, it’s the Philippines and as long as you get money out of what you’re doing is considered a ‘decent job’.
That is just one of the politically related problems that should’ve been put into rest if political dynasties are efficient. That is a problem; and our local government needs problem solvers, nonetheless. A set of political families running the city whilst graciously debunking the sanctity of the constitution against political dynasty is surely never going to cease the echoes of the past problems. It is not through bringing your whole generation to politics that solves decade-long issues which needs immediate hammering; it is through formulating solutions. Solutions with subsistence to the changing society that has been marred with political vision of personal success coupled with the inability to conduct proper political procedures for office. Ormocanons should not connive at this stupid political dynasty exaggeration!
As one could observe, it is rather horribly easy to submit a resume to run for local office than applying for a Security Guard position in a supermarket. The only difference is the constitutional guidelines a local official-wannabe has to follow, at least a security guard has to know how to speak English and is a college level. Now, check the “Qualifications of Elective Local Officials” as per Local Government Code of 1991. According to Section 65, par. 1 states that “An elective local official must be a citizen of the Philippines; a registered voter in the barangay, municipality, city or province or, in case of a member of a sangguniang panlalawigan, sangguniang panlunsod, or sangguniang bayan, the district where he intends to be elected; a resident therein for at least one (1) year immediately preceding the day of the election; and able to read and write Filipino or any other local language or dialect.”
That alone implies that anybody in Ormoc is qualified as long as you can “read and write Filipino”.
Par. 2 states that “Candidates for the position of governor, vice-governor, or member of the sanguniang panlalawigan, or mayor, vice-mayor or member of the sangguniang panlunsod of highly urbanized cities must be at least twenty three (23) years old on election day.”
All hail to the power vested upon gerontology that sets one’s qualifying probability to a hurdle.
Par. 3 states that “Candidates for the position of mayor, vice-mayor of independent component cities, component cities, component cities or municipalities must be at least twenty-one (21) years old on election day.”
This is a wake up call to the sleeping political spirit every young man has wished, to start changing the living standards of the city.
Par. 4 states that “Candidates for the position of member of the sangguniang panlunsod or sangguniang bayan must be at least eighteen (18) years of age on election day.
Par. 5 states that Candidates for the position of punong barangay or member of the sangguniang barangay must be at least eighteen (18) years of age on election day.
Par. 6 states that Candidates for the sangguniang kabataan must be at least fifteen (15) years of age but not more than twenty-one (21) years of age on election day.
What now? The trend in age decreases in every branch of local government sector that needs people. Why? This branch of government requires little attention from the main office to function as a standard government. Why? Simple, the local government serves as the functioning hand from its crooked umbrella foundation. They barely know what the hell on earth they’re supposed to do in meetings and political gatherings. They will serve as human tool for corruption, worse, these future bozos will learn how to breed themselves through the strings of corruption and will soon breed another set of youngsters.
Allow me to confer to this and let me give my own discourse in two sections: Qualifications of Elective Local Officials
Article 1. Selection of Certain Local Officials. –As long as one is defined as a citizen of the Republic of the Philippines and is under the scope of the constitution; a resident therein for at least five (5) years immediately preceding the day of the election; and with the ability to communicate in English and knows how to read and write and is a college graduate.
This alone would help raise trust rate from business investors and would boost the local economy standards. Why? Is it not through intelligence that makes one thing progress? Hold your horses, let’s not think of martial law just because of the word “intelligence”. Remember that great leaders has great minds, that goes to the same logic of an intelligent city with an intelligent living standard –product of an intelligent crowd.
Article 2. Assumption into office. –The elected local official should know how to task its people with due diligence and can fully comprehend intangible local issues that needs instant solutions with subsistence and would gratify the hedonistic society.
Looking at a political perspective, the mismanagement of public funds for public utilization and improvisation of infrastructures has been at stake recalling the aftermaths of Supertyphoon Haiyan. Were there people questioned for that obvious corruption? None. Obviously, our politicians at large today remains unbesmirched not just to the fact that they see Ormocanons as low class individuals, but are easy-to-bribe-products-of-nepotism maniacs. Simply, the problem starts with the people. Ormocanons let its poor idealism veer into self-destructive indulgence. Again, it is not through seeing a family run into politics that makes a city great; it is through seeing and knowing the problems and finding solutions to make it great. Ormocanons has perverted itself into believing that political dynasty is, and will be the only solution to the reoccurring problems and has disregarded the fact that the real solution is choosing and voting wisely.
Never have I heard of any political debate knowing if these political bozos, if assumed into office, could function as ‘problem solvers’ or just another hole in the wall looting on the sole rights of the people on its quest for good governance.
