PHILIPPINE NEWS The Philippine National Police Board of Inquiry has submitted its full report on its independent investigation of the deaths of 44 Special Action Force commandos in Mamaspano, Maguindanao.
The 130-page report was forwarded to Secretary of the Interior and Local Government Manuel Roxas III on 13 March 2015.
The BOI report recommended further investigation into the possible culpability of various government and PNP officials directly involved in the 25 January 2015 ill-fated anti-terror mission that resulted in the violent deaths of forty-four elite police commandos.
Among the BOIs conclusions were the disregard of the chain of command by the President himself, failure to observe standard operating procedures by SAF officials, lack of proper planning and coordination with the military, failure to observe peace panel negotiation protocols, and wanting SAF equipment and munitions.
Malacañang earlier pinned sole responsibility for the botched operation on SAF director Getulio Napeñas, saying the President was lied to on certain aspects of the mission.
General Napeñas lawyer, Vitaliano Aguirre, however belied Malacañangs pronouncement saying that the President was fully aware of the implementation of the mission through suspended PNP chief Alan Purisima who was running the mission behind the scenes
